Phrase 1 shows fairly strong disapproval of an action or something said

The language Centre  opened its doors in October of 2010. Since its founder Ia Razmadze has  continued to improve the centre according to the needs of the community.
The centre offers   everyone  to obtain different foreign languages at an affordable price. Training focuses on developing   all  language skills (reading, writing, speaking,listening) simultaneously.
Courses are delivered by both professional local as well as native speakers holding internationally recognized teaching qualification.
All the staff working at this centre try to make friendly atmosphere to support and encourage students in learning process.
The language centre is conveniently located in Vazha Pshavela  avenue, with direct access to the metro, a parking lot, and bus stop.
